Is this legal? How is it different from spam outreach?

It is. Cold automated messaging without consent is banned in Russia (Advertising Law, Art. 18 §2) — we are built differently: the system finds the company and drafts the message, but every outgoing message is approved by a human, and that decision is logged. Data is processed inside Russia (152-FZ); data-processing consent and advertising consent are tracked separately.
